Torreón breaks security agreement with the Coahuila government

The mayor of Torreón, Román Alberto Cepeda González, broke the collaboration agreement on security matters with the government of Manolo Jiménez Salinas, both PRI members, which established the operation of a single command with the Reaction Group made up of state elements, but paid by the municipality.

On Friday afternoon, the mass resignation of the hundred members of the GRT was revealed, an elite group that resumed operations in Torreón in January 2022 to deal with high-impact crimes when the PRI recovered the municipality that was previously in the hands of National Action, and later the city council confirmed it in a statement in which it establishes that Cepeda González made the decision “to have elements that belong only to the Municipal Public Security Directorate” and this was made based on “the municipal autonomy enshrined in constitutional article 115” and concluded that it offers “collaboration but not subordination.”

The statement issued establishes that the mayor asked the elements commissioned to this group to return to their corporation of origin, the Secretariat of Public Security of Coahuila, or to join as municipal elements.

“There will always be coordination with the police forces of any corporation, collaboration but not subordination. The security of Torreón remains as strong as from the first day of my government in the axis of Security and Order, and I am sure that this decision will strengthen our police force in favor of the families of Torreón,” the document states.

The statement adds that the areas of proximity, intelligence and prevention will not be affected by this decision and in the next few days a retired active military officer will be named to assume the tasks that the GRT had.

For its part, the state government, according to media in Laguna, confirmed the dissolution of the agreement with the municipality of Torreón and assumed control of the GRT, whose members will have their working conditions respected, since under the coordination scheme their income will be paid by the city council.

The break occurred during the weekly Security meeting attended by the Secretary of Government, Oscar Pimentel González, and the Secretary of Security, Federico Fernández Montañez.

Pimentel González said that the government of Coahuila immediately assumed control of the GRT to guarantee surveillance and security tasks, in addition to strengthening the Laguna Reaction Group with more state elements, units and technological equipment.
