SALTILLO, Coahuila — Public outcry has swept through Coahuila following an animal cruelty incident in the Villa San Miguel neighborhood of Saltillo, where a dog named Rocky was filmed being dragged behind a moving pickup truck.
Following the viral release of the footage, local authorities and animal protection groups launched a swift investigation. State prosecutors confirmed the arrest of Liliana “N,” identified as the primary suspect behind the abuse. Her husband, Jorge “N,” was also taken into custody after allegedly obstructing law enforcement during a court-ordered search of their residence.
Animal rights organization Dignidad Animal A.C. filed a formal complaint with the State Attorney General’s Office on July 20, joining neighbors in demanding justice. The case ignited peaceful demonstrations outside the suspect’s home and the veterinary facility treating the canine, with activists urging officials to enforce maximum legal penalties.
Rocky was rescued following the incident and remains under critical care in the intensive care unit at Pets Care Veterinary Hospital. According to Dr. Humberto, the attending veterinarian, the dog suffered severe acute spinal cord trauma. His prognosis remains guarded. Doctors noted that advanced imaging studies cannot yet be safely performed, as the required anesthesia poses a life-threatening risk given Rocky’s unstable condition.
The incident sparked additional public debate when rumors questioned whether the animal under care was indeed Rocky. The clinic promptly released chronological footage documenting his treatment since July 18 to clarify the timeline and dispel speculations.
The Saltillo City Council condemned the act, clarifying that neither suspect holds any ties to municipal administration or local political institutions. Authorities confirmed that the investigation remains open to determine full legal liabilities as Rocky continues his recovery under official medical custody.
